In warfare - whether it be direct combat, political maneuvering, diplomacy, economics, or any other field - the most important element is the Human Element. Despite the name, the human element refers to the people who set the goals for the conflict ahead. Its reasons for pursuing conflict in the first place, the strategizing, the organization, and the execution… these factors fall upon the shoulders of those beings with the desire and intent to pursue conflict for their own benefit or defense, whether they be human or xeno.
It is doubly important, then, that the Republic’s Navy be as efficient and streamlined as possible, and its personnel trained, equipped, and prepared to the best of the nation’s ability. Each member of the Republic Navy has a set of duties or tasks which make up their specialization, or niche, within the Fleet. From the top Admirals to the humble trainee, every individual is ready and able to carry out the tasks needed to ensure victory in any operation.
Crew Readiness is a general term for all of the factors which ensure that every man is capable of operating effectively when in or out of action. A major part of this is training - interactive and engaging classes, simulations, and real operations allow both seasoned and green personnel alike to maximize their own effectiveness.

Those who have secured a position in the Navy as a leader - from Lieutenants to Grand Admirals - are hand-picked individuals who have expressed both the ambition and the skill to achieve such a rank. Those pursuing a commanding career must pass personality tests, be in superb physical condition, operate without flaw in stressful scenarios, and be able to act decisively. Saharian Admirals and Commanders are the cream of the crop. This is not without reason - a commander’s hesitation or moment of confusion can dramatically change the dynamic of battle for the worse.
Although being able to operate and command forces on their own is a priority, being able to effectively communicate and coordinate with other commanders - both above and below themselves in rank - is vital for success.
Saharian command staffs are given access to some of the most advanced battlefield observation and communication equipment the galaxy has to offer. Thanks to their unique eyeglasses and headsets, they can get a bird’s eye view of engagements and are able to make split-second decisions without the need for verbal commands.

It is equally important that the Navy provide crew and personnel with the optimal diet needed to ensure peak performance for extended periods of time. Top-quality ships and personnel are only effective so long as they are able to effectively coordinate and communicate with one another. The dynamics of even a small engagement can change rapidly within a very short moment; it is vital that systems and procedures be put in place in order to ensure that information flows and actions are taken in the shortest amount of time possible.
